N2 - Recent advances of web technologies besides computer hardware technologies have made web-based applications popular. Similarly, web-based educational materials have become popular because learners can study at anytime, anywhere using such materials on web browsers in their mobile devices like smartphones. This paper treats the development framework for such web-based educational materials. To increase the learning motivation of students, it is necessary to provide the students with attractive educational materials using state-of-the-art ICT like 3D CG. The authors have already proposed a web-based interactive 3D educational material development framework and several educational materials as its examples. However, the proposed framework has not had enough authoring functionalities. In this paper, the authors added several authoring functionalities to the proposed framework in order to make it possible to develop educational materials for standard users who do not have programming knowledge and skills like teachers. This paper introduces the added authoring functionalities to justify the usefulness of the proposed framework.
