The Netherlands and Japan, both flood-prone countries, are introducing new adaptive measures with land-use management. We then examine how Japan has developed its flood management policy from conventional flood protection measures such as constructing levees and flood control facilities in response to climate change in the future, in comparison to Room for the River.
