Abstract
Recently the importance of university is recognized in local community. This research aims to clarify the relationship between university and local community by reviewing Comprehensive Plans. The results are as follows; 1)Relationship between university and local community can be classified into 10 fields like a industry, education and medical. And elements of relationship can be classified into 13 unformed elements(software) like organization, program, and 4 formed elements(hardware) like a stronghold, institution, space. 2)The number of description about university is unrelated with the classifications or populations of cities. 3)Many cases like organization, program, activity, business are implemented in the field like education, research. And, most of the accord concluded with university aims to develop local community or peoples.
